On August 19, 2021, the 4th China-Arab States Technology Transfer and Innovation Cooperation Conference was successfully held in Yinchuan, Ningxia, China. According to the information given by the Organizing Committee, China-Arab States Technology Transfer and Innovation Cooperation Conference & Advanced and Innovative Technology and Equipment Exhibition was successfully held respectively in 2015, 2017 and 2019, which has promoted China-Arab cooperation and exchanges in a practical manner and become a key section of China-Arab States Expo held every two years.
The past three sessions of China-Arab States Technology Transfer and Innovation Cooperation Conference have seen the following achievements: China-Arab States Technology Transfer Center was established with eight bilateral centers successively set up with Arab Academy for Science, Technology & Maritime Transport, Egypt, Oman, etc.; China-Arab Technology Transfer Comprehensive Information Service Platform with a basic framework of “one website, three databases, six systems” has been launched and operated, forming a technology transfer collaborative network consisting of nearly 5000 members; over 30 Chinese and overseas guests delivered keynote speeches with over 80 significant ideas formed; the Advanced and Innovative Technology and Equipment Exhibition held respectively in 2015, 2017 and 2019 has accumulatively covered an area of over 13000 square meters; 18 matchmaking meetings and over 100 relevant activities have been held, which facilitated China-Arab cooperation in the joint construction of bilateral technology transfer centers, science parks and joint laboratories, and the technological cooperation in such areas as IoT application, and green and intelligent water-saving equipment; 88 science and technology cooperation agreements have been signed; over 30 international training workshops have been held and trained over 400 technical talents for technology transfer.
At the 1st China-Arab States Technology Transfer and Innovation Cooperation Conference held in 2015, Vice Chairman of the CPPCC and then Minister of the Chinese Ministry of Science and Technology Wan Gang, the Assistant Secretary General of the League of Arab States Bader Martin Arari, together with five Ministers of Science and Technology Ministry of Saudi Arabia, Egypt, Algeria, Oman and Morocco, inaugurated China-Arab States Technology Transfer Center, signifying its official establishment. China-Arab States Technology Transfer Center concurrently signed agreements on establishing bilateral technology transfer centers with Arab Academy for Science, Technology & Maritime Transport, Saudi Arabia, the UAE, Jordan and Oman, building up an effective platform and channel for technology transfer and science and technology exchanges between China and Arab states. 37 cooperation agreements and intentions had been reached through 3 talks and 38 matchmaking activities.
The 2nd China-Arab States Technology Transfer and Innovation Cooperation Conference in 2017 welcomed 550 guests with a half from abroad. A delegation of 25 from the Chinese Ministry of Science and Technology led by the Vice Minister Huang Wei attended the Conference. Mr. Huang Wei, together with 12 domestic and foreign guests, delivered keynote speeches at the Conference. 19 agreements were signed for the co-establishment of technology transfer branch centers, innovation platforms and science and technology cooperation between China and Arab states. Mr. Huang Wei and the President of the Academy of Scientific Research and Technology of Egypt, Mr. Mahmoud M. Sakr, launched the China-Arab States Technology Transfer Comprehensive Information Service Platform. The Chinese Ministry of Science and Technology signed agreements on co-establishing bilateral technology transfer centers with the Academy of Scientific Research and Technology of Egypt and the Africa City of Technology of Sudan.
The 3rd China-Arab States Technology Transfer and Innovation Cooperation Conference in 2019 welcomed over 2200 guests with 300 plus from abroad. Delegations led by Vice Minister of the Chinese Ministry of Science and Technology, Huang Wei, the President of the Academy of Scientific Research and Technology of Egypt and other 4 ministerial leaders attended the Conference. 13 Chinese and foreign guests delivered keynote speeches at the Conference. 32 projects have been signed with an amount of 893 million yuan on the establishment of China-Arab states technology transfer branch centers, science, technology and innovation platforms, and the promotion of cooperation and exchanges in science and technology between China and Arab states. 136 science and technology enterprises, universities and scientific research institutions participated in the Exhibition with over 220 exhibits, which attracted over 100,000 visitors. More than 50 domestic and foreign media reported the event and forwarded the news, which exerted a wide impact.
