本发明提供一种阻垢缓蚀剂及其制备方法和应用。该阻垢缓蚀剂包括组分A和组分B，所述组分A包括（重量比）：38%～50%的氯化锌、0.1%～0.2%的苯骈三氮唑、1%～2%的丙烯酸-2-丙烯酰胺-2-甲基丙磺酸共聚物、0.2%～0.3%的十二烷基二甲基苄基氯化铵、47.7%～60.5%的软化水，所述组分B包括（重量比）：8%～13%的羟基乙叉二膦酸、7%～11%的氨基三甲叉膦酸、12%～20%的2－膦酸基丁烷－1，2，4－三羧酸、3%～5%的丙烯酸-2-丙烯酰胺-2-甲基丙磺酸共聚物、60%～61%的软化水，其中所述组分A和所述组分B中活性物质的重量比为15∶1。本发明具有很好的阻垢和缓蚀效果。
