From “Friend” to “Family”: China-Arab Joint AI Laboratory Set to Be Established

  YINCHUAN, August 29 — The Artificial Intelligence Technology and Matchmaking Meeting, a dedicated session of the 7th China-Arab States Expo Technology Transfer and Innovation Cooperation Conference, was held in Yinchuan, Ningxia, on August 29. As a key platform for technology transfer and innovation cooperation at the Expo, the meeting attracted over 150 representatives from government departments, research institutes, and leading enterprises in China and Arab states. By adopting a multi-stakeholder engagement model involving government, industry, and research sectors, the meeting paved the way for in-depth China-Arab AI collaboration, with the planned establishment of a joint laboratory emerging as a central highlight.

  During the meeting, consensus on cooperation in the field of artificial intelligence between China and Arab states became increasingly clear. Abdelmalik Bachir, Director of Higher National School of Artificial Intelligence of Algeria, expressed a clear intention to jointly establish a laboratory via video link, outlining plans to collaborate with Chinese partners on large-scale model security governance and vertical application scenarios. This marks a transition from initial “Friend” to deep “Family” in China-Arab AI cooperation. Meanwhile, Gao Wei, Executive Chairman of the China Mobile Computing Ecosystem Alliance, released the Report on the Development of China’s AI Ecosystem, systematically elaborating on the synergistic pathways of “technology-industry-policy” to provide strategic guidance for the joint laboratory’s development and long-term bilateral cooperation.

  To solidify the foundation for AI collaboration, the meeting focused on the entire chain of “infrastructure-scenarios-ecosystem, comprehensively demonstrating the vast potential of deep integration between digital technology and the real economy. It highlighted 7 key technological infrastructure achievements, released 8 industry application technologies, and showcased 15 latest advancements, including ultra-large-scale models, integrated cloud-edge-end security frameworks, and China Telecom’s Xingchen Intelligent Agent Platform. These achievements cover key areas of high interest to Arab states, such as energy, healthcare, and transportation, and were met with positive feedback from attendees.  

  Ningxia has also clarified its role in China-Arab AI cooperation—leveraging the China-Arab States Technology Transfer Center to continuously strengthen policy support, scenario empowerment, and platform synergy. The region aims to establish Yinchuan as a “technology showcase” and “innovation incubator” for China-Arab artificial intelligence, providing the necessary scenarios and platform support for the joint laboratory’s establishment and subsequent collaborations.  

  “The Expo is a world-class large-scale exhibition, with many impressive technologies and projects. Cooperation between China and Arab states in areas such as building and training AI models is very promising. Localizing AI development to accommodate the Arabic language and cultural characteristics is also an important task,” said Osama A. Rayis, Head of the Office for Agricultural Entrepreneurship of AOAD.

  In follow-up discussions, representatives engaged in comprehensive and in-depth dialogues on details regarding the establishment of the China-Arab Joint AI Laboratory, collaborative models for joint talent training, practical challenges in cross-border data governance, and the scope of scenario demonstration and promotion. These discussions facilitated preliminary consensus on multiple cooperation intentions, which will further empower the high-quality development of the digital economy under the Belt and Road Initiative.
